The amendment to the Electricity Industry and Organization Act by the Energy Industry Deregulation Act 2000 introduced the balance group model in Austria.

Thus, the liberalized energy market created the possibility for every market participant to ascertain the differences between the schedules and the metering data for every quarter of an hour and to bill these differences accordingly to the originator; the balancing energy price is calculated based on a market oriented pricing model.

The task of determining, pricing and settling balancing energy is done by APCS Power Clearing and Settlement AG in the balance area APG as imbalance settlement responsible party (incl. market operator & billing agent) - in Austria also called balance group coordinator. Together with the market participants, grid operators and system operators, the balance group coordinator is responsible for orderly, neutral and anonymous settlement on the market for balancing energy.
